After reloading a crossbow on horseback, I usually try to fire off an arrow ASAP. This usually means holding down the Left mouse until the crossbow reloads. The reticle usually zooms to the center of the screen and I can fire at my target, and my character is his normal, well-animated self.
Sometimes, however, the reticle will converge to the center of the screen and the character will have no animation. You can fire off a bolt, but you'll still look like you're just riding around with your crossbow at your side.
