There have been a lot of games in the past that added a multi-player aspect, but they were not building thier game around it. So being that there is precedence for adding half built multi-player aspects for goofing around it didn't matter to me.
But not even triple A studios provide perpetual support for thier games. At some point you have to stop pouring money into a game or it will bankrupt you
Multiplayer was tested in beta for a long time, with tons of players offering detailed feedback with the developers. It isn't half built. It's a meaningful addition to the game. The port isn't 10 years old. it's less than two, and was ported with new bugs, and no ways to deal with them. It isn't up to expectations because of that, and multiplayer would be much more lively if the issues affecting the port weren't neglected. In addition to the new bugs, it is impossible to deal with trolls, or organize proper events/servers/clan battles. If these issues were mitigated, you would likely see much more people on, and could have a similar multiplayer experience to what PC players have.
I doubt anyone expects a totally bug free experience. The PC version sure isn't, and that's fine. But the console port has unique problems for multiplayer, some of which should have been considered before it was launched, some of which were supposed to be fixed in a patch February 2017 or so that never came. It's disingenuous to say TW didn't try at all, but despite the specific improvements and considerations the port received (like making it much more controller friendly and even adding in voice commands for single player) the multiplayer side of the game feels like it was barely remembered at all, when it should've been treated equally important, just like it is/was on PC. And that's why so many console players feel like they've been burned.
