Creating multi-ple strong settlements?

Well I was thinking, since custom settlement kinda lacks strong city's (you'll only have like 3 strong city's after about 80+ turns (1 bandit, custow and your own) I was wondering if it's possible to set up multiple city's.

I know you can't control more then one settlement by yourself and build them to 2e2m but I kinda hope I found a trick around that. I'm just wondering if anyone tested this allready:

What if you build up your settlement to 2e2m and then take away your entire garrison, make sure you have LOTS of prisoners (so they revolt and take over the city) and then claim a different settlement or conquer one from a hero. Then build up that settlement. And the whole thing starts over again. The only down side would be that it takes AGES, but if you increase the peasant spawn numbers it may very well be possible. Another down side is that there will have to be someone that then starts a faction there, are there requirements for a hero to create a faction? Are there a maximum number of factions?

So i was wondering, did anyone try this already? If not, I will try and see if it works.
 
I'm sure it works. But there is an easier way. You just upgrade some random settlements with the "upgrade economy or military". cheat.
 
The only problem with that is that there won't be any lumberjacks, quarrymen etc. and none of these means hardly any pop growth... I want them to have lots of these so the peasants won't leave all the time.
 
hmm it won't work, the problem is that you can't hand over the settlement to thieves, or make your peasants revolt withouth losing allot of quarymen, lumberjacks etc. (with the thieves you lose all of em).
 
I alternated mass spawns of peasants and bandits until my computer was starting to lock up. 2 pesants to one bandit.. worked quite well, within a year some settlments had upgraded twice.
