created Pendor Culture kingdom and now cant get recruits

So I'm playing with the latest version that I DL'd from Nexus, and anway its about day 300 in my game. I recently created a Pendor Kindgom based near Laria.  However since I went Pendor culture suddenly the towns that I own don't have any recruits. At first they were only giving Sarleon recuits which I thought was odd since they were owned by my kingdom (the towns near laria, and one other), and then I thought perhaps it is because I did not assign them to myself or any of my nobles yet.  So I assigned all the towns to myself, its been about at least 30 days in game since then but now there has been no option at all to recruit anyone.

Towns don´t give recruits.
Villages do, as long as they´re belonging to your faction and you´ve got either neutral or positive relations with them they should give you plenty of Pendor recruits, and the odd Sarleonese as well.

You´re sure you didn´t tell your steward to recruit?

Of course I meant my villages not towns,  and Yes I have positive relations, and its been over a month in game time since I went Pendor culture and I keep waiting and waiting, and have like 15 relations with all 3 villages and there is just not any option to recruit now.  The only thing I can think, is shortly after making my own  kingdom I visited one of the villages and a bunch of red debug error messages popped up, but I only saw it once, and didn't see it after that.  I am worried because I put like a 2 full days into this game at this point, and hope that its not bugged now.

Also I did search on this, and just kept getting threads about pendor culture and nothing about not being able to recruit from villages after creating your own kingdom.
