Resolved Crash on start after deleting shader folder; tried clean install twice

Yes, but I removed mods.
Summary: I was getting the D3D shader crash frequently, so I followed the instructions from a developer post, deleting the ProgramData "shader" folder and validated the install through Steam. It now crashes without any log files or dialog boxes when clicking "play" or "continue". I've removed all mods, and I've tried clean installs twice on different SSDs, following instructions on a post from a developer for that process.
How to Reproduce: Delete shader folder, I guess.

GPU Driver Version: 560.81 (latest at time of posting)

Storage Device (HDD/SSD): 2TB SSD & 4TB SSD
 
Solved: as far as I can tell, ProgramData and sub-folders were set to read-only by the OS. I changed permissions and created all the folders myself, then performed a clean install. It appears to be working now.
