Summary: When I open the game and press new campiagn, sandbox, or any of the options, the game crashes. Things I have tried thus far:
  • reinstall.
  • Deleting all files then clean install
  • downloading files as dictated from the crash checklist
  • turning off firewall altogether.
  • Uninstalling and reinstalling files from crash checklist.
  • Deleting Bin and verfying game cache.
Have you used cheats and if so which: none. clean install.

Are you still experiencing this issue? If so could you try to send us another crash dump? We need the crash dump id to check the details of this crash.
Were you able to see the crash uploader tool? If you can upload your crash to us we can check it out. Please don't forget to copy the Crash ID and write it here so that we can find it.

Do you remember changing an XML file? OR installing a modification? It looks like the game is crashing due to invalid XML.

I did have mods at one point, but I've deleted all the files and done a clean install since then several times. (just did another one just to be safe, no change)

Do you have OneDrive enabled? Could you check if you have any game-related files in it? If so, try to delete them and try again.

Could you try manually delete this file and verify the game files afterwards?
...\Modules\Native\ModuleData\managed_core_parameters.xml
