Need More Info Crash during startup load screen. Different behavior modded/unmodded but both end with crash during startup load.

Summary: Crash on startup. Reaches the moving horse without mods installed/fresh download. Crashes before the moving horse with mods.
How to Reproduce: Hard to say as it started to happen randomly in the second 1.0.2 patch.
Have you used cheats and if so which: Cheats were turned on in the rare instance my party would get stuck on terrain.

GPU Driver Version: 22.11.2.
CPU:AMD ryzen 5 3600
RAM: 32 GB
Motherboard:asus TUF B450-pro gaming
Storage Device (HDD/SSD): 1000GB SSD.

I will try to rollback to an older driver to see if that is the issue. There was a secondary small update after the 1.0.2 update and it worked fine on this driver but after the secondary update this problem has persisted since. It's been more than a week now since i last was able to open the game.
EDIT:

I rolled back to an older version of my GPU driver (22.5.1) but the problem still persists in the exact same manner (longer time before crash without mods). this is the new dump identifier:
