I have the arrowheads, I have the wood, but when I select "Arrows" from the ammunition fletching menu, character just says "never mind", and exits the crafting menu.
Your fletching skill might not be high enough to make arrows equal to the quality of your arrowheads. For instance, if you have masterwork arrowheads, your fletching skill must be a lot higher than normal for making arrows.
