Council of the Commons trivializes influence

I hold one castle and a town and this is giving me +20 influence per day. Is this supposed to be +2? I have thousands of influence saved and can do whatever I want. Surely this can't be intended.

Surely not intended.

I'm also over 10k influence in my game and this policy played a big part.

 

[Case]

ive got a save where im getting 80 influence per day. no other lords have joined my faction so i can just enact policies that benefit me with no contest.
