Councils of the Commons is by far the best policy in the game and should get some kind of nerf. Currently its a massive militia and influence boost to every settlement and clan in the kingdom with no down-sides. Your settlements becomes harder to conquer, your armies can be maintained for longer, and policy proposals can flow freely due to the very high pace at which influence is regained.

I think an solution to this could be to invert the influence aspect, which also would make sense given what kind of policy it is. Giving the commons more power should reduce the influence of all clans, but potentially give the same militia boost as it does currently.

Yes, it is way too obvious under the current implementation as the BEST policy which is never good for a game that should have positives and negatives to most actions with the player having to decide which balance of politics make the most sense in a given situation. It would be even better if not every culture reacted the same to every policy.
 
I hadn't thought of that but yea, cultures reacting differently to policy change or even having different policies available to them would be a great way to add some sense of uniqueness to each faction.
 
Reviving a bit of a dead thread here, but I have a suggestion, as I saw in the patch notes that influence was halved. Judging by the other policies in the game right now, I would suggest reducing to 0.1, maaaaybe 0.2 influence per notable instead of 0.5.
