"Could Not Connect to Steam Network" Error

An example of error message:

Some users get this error. They can connect to their Steam account via "steampowered.com", but cannot login with Steam Client.
A friend of mine got this problem too. As I saw in the Steam forums, they solved their problem by uninstalling the "Advanced SystemCare" Pro or Free Utility.
The Advanced SystemCare (ASC), blocks the latest Steam update, so, the users cannot login to their account.
In order to fix this, you need to uninstall the ASC, and then login to your account by running Steam Client.
After that, you can reinstall the ASC or not, it's your choice. It will not block you again to play Steam games

If you still cannot login, try reinstalling Steam, disabling antiviruses etc.
Last solution is to find the program which blocks the Steam.

I got this error today and im running windows 7 so i dont know if it shows up the same way or not for all windows but i have it pinned to start and the arrow next to it that brings up steam options (store community etc) at the bottom it said "log out" so i clicked it and the next time i tried to log in ( 30sec afterwards) it loaded np. hope that helps someone.
