Control Config

Is there a control config file of some sort? I checked in rgl_config but I could not find anything related to key-mapping. I like to remap my keys around the number pad, however I recently discovered Number pad 3 is assigned to a "I surrender" shout and I don't like screaming that every time I go to take a step back.  Any help is appreciated.

Maybe I need a hex editor? I know it's not the most urgent of bugs but I don't know what to do.

I believe its hardcoded.

yes, please allow us to remap some keys
the walk key, and especially the boat steering keys (a lot of people using the arrow keys to move)
