Summary: Giving your governor Contractors perk (Steward 200) has a devastating effect on Prosperity gain: the perk has some unlisted/unintended effect on Food Surplus component of Prosperity and heavily reduces it.
How to Reproduce: e.g. my town has +14 prosperity, I assign a governor with Contractors and suddenly Prosperity gain drops to +6.

Could you share the save file you are experiencing this issue? We were not able to reproduce this bug on our own.
Do you have granary built in the town? Do you have food surplus? That bug is tied to them.

Also here is another bug: assigning a professional engineer with 300 engineering somehow increases construction time by doubling penalty from low loyalty for no obvious reason (even though the engineer is of the same culture and actually increases loyalty gain).

Here is the save file for the last bug:

1 town, 3 possible governors.
By default, town has +13 prosperity, including +11,6 food surplus
Case 1: assign The Knowing who has Battlements, prosperity instantly drops to +3 and food surplus drops to +1,6
Case 2: assign The Outcast who has Contractors, prosperity instantly drops to +7 and food surplus drops to +5.6
Case 3: assign the Mad, prosperity stays the same.

Fresh start, no mods used.

Back to this. After some thinking/testing I understand why it happens since Food Surplus bonus requires Food Stock to be full to the brim while perks and buildings that buff the size of Food Stock indirectly make it harder to fill it and delay the point when prosperity growth kicks in.
Like I have a town with 700-point Granary filled to the brim and already get bonus Prosperity from Food Surplus, then assign a Governor who increases Granary size by 100 - boom! - it's no longer considered filled to the brim and my Food Surplus bonus heavily drops.

So while it's not a bug, maybe this formula should be revised somehow so that perks that are supposed to be buffs wouldn't make players' life harder in terms of making their towns more prosperous.
