Constant malicious URL Repelled 64.19.142.10

Every website I go to avast keeps giving me a malicious url repelled message. For example:

http://64.19.142.10/www.taleworlds.com/App_Themes/Theme1/images/wor....

Generally seems to use image links.
The ip adress infront is always the same even though the links change depending on the website I frequent.

I've run spybot and avast and they pick up small **** on my USB's but nothing much else. This started after deleting ask and yahoo toolbar. All of which I have removed via mozilla and then control panel.

Anyone know what's going on here?

This seems to use a template since the source code is full of comments on how to use it. It seems that it's just an encryption algorithm or something. Sorry that's how far my internet skills go :/.

Looks like a router ip password entry. Hmmm...
