(Unsolved tag was applied because there was no other option *shrugs) As you probably know already if you're reading this post, there's a problem with the "Conspiracy" quest...namely that it's not finished yet. I can't make any solid promises that this will forever solve your issue, but it has (so far) worked for me. So for the time being, until this quest is completed, you may be able to fix your issue in this way:
For this fix to work, you will have to enable cheats and install the developer console mod (directions for installation and how to fix launch issue are on the mod page)
To Enable Cheats:
1- In File Explorer navigate to "\Documents\Mount and Blade II Bannerlord\Configs" and open "engine_config" in notepad
2- Edit "cheat_mode = 0" to "cheat_mode = 1"
***Once developer console is installed and you've verified it is working correctly, you can skip this step of editing the config file in the future by entering "config.cheat_mode 1" in the dev console. You can also enter "config.cheat_mode 0" to turn off cheats on the fly.
To Fix Quest Issue:
1- Open developer console (hold ctrl, press ~)
2- Type "campaign.cancel_active_quest conspiracy"
3- Type "campaign.cancel_active_quest stop conspiracy"
Doing this should cancel the quests and remove both quests from your active quest list, and they hopefully shouldn't return. I can't speak to what repercussions this may have in terms of quest-line development; but it's likely a better alternative than being unable to play any longer due to being mauled by every faction.
UPDATE: I did eventually have the "Stop Conspiracy" quest return, but never the main "Conspiracy" quest. I'm still unsure as of this moment, but I believe the main quest is the only one which matters. So long as that quest isn't active it shouldn't progress. I DID go back after the Stop quest returned to check on the main Conspiracy, and the quest still hadn't advanced.
***In either scenario, you can cancel these quests with the console as many times as you need to
