Java and Javascript are two entirely different and unrelated things. Are you connecting from the same IP address on the systems which don't get past it as the one system which does?

Is cloudflare supposed to give a message if it finds something it does not like or is it supposed to stay on the ' Checking your browser' message forever?

Normally CloudFlare would indicate the cause of a problem, but there are certain cases where it doesn't or can't for whatever reason. A couple of more common examples would be problems with a person trying to connect through some proxy servers, or an SSL misconfiguration for the domain, and in this case SSL isn't misconfigured for the domain. And of course there's the case if Javascript is disabled, but we've effectively ruled that out.
