Findecanno, in this situation, having an admin's name, even if their forum name is different than their ign, is never acceptable.
If you see someone named "Orion," inform them that is a restricted name reserved for an admin, and let them know they need to change it. For this situation, Orion is obviously a celestial reference, so there is plenty of room for simple innocence, but the player still needs to pick another name. Unless he was actively pretending to be the Orion/Marnid admin, then so long as he complies with changing his name, no action is needed.
So far I think the admins have reached a consensus.
We view the clan system as a private affair that we aren't involved with
Only circumstances that impersonating someone else should result in admin action is if
A) The player is impersonating an admin
or
B) The player is doing so to cause drama or grief to the general community

hobomember_x is upset because the player is throwing up his gang sign without being a part of the gang
Hobo_bobo doesn't talk or break any rules and plays the game peacefully.
bobo in this situation should not have any action taken against him, as he is not breaking any rules, and merely wants to be a part of our wonderful hobos.
second instance
player hobo_troll joins the server
hobo troll starts intentionally mocking other players by saying stuff such as "we hoboclan are teh gay and like teh ghey buttsecks"
hobo_troll may be kicked or banned, as he is griefing other players.
bare in mind, that although you might claim a tag first, such as the long standing CoR clan (court of rapists,) the tag "CoR" is not explicitly trademarked for Court of Rapists alone. What this means is, so long as you do not actively target this group to mock or grieve them, a player can use these symbols in their name. As a game grows bigger, you often see multiple clans have the same tag. If another clan springs up, for instance, Calling of Reapers (this clan is completely fictional at this point,) they may freely use CoR in their name without fear of an admin taking action against them.
Is this vague? Absolutely. This is just a guideline. If an admin has reasonable evidence to suspect foul play or trolling, he or she can take action
As Orion mentioned earlier, if you suspect that someone is impersonating an admin, simply, but respectfully state your concern, then start either a kick or ban poll on the person. If you see such a poll against any of these people listed below, PRESS 1! You read right, we want you to ban us!

the simplest way to determine a fraud is to attempt to kick us. We have admin mode, which protects us from such polls, frauds don't.
