There are at least one-and-a-half problems with the (regular) claimant quest:
1) You can't assign fiefs to lords, hence castles and towns do not get garrisonned while the civil war rages on;
½) You can't complete the quest. I'm marking this (only) as a half because I remember reading someone on this forum saying it had worked fine for them. I (and a few others) sure as hell couldn't complete it, however. End dialog was bugged -- claimant became King, but quest remained in my notes. Will probably autofail after a while; haven't yet played long enough since then, though.

With all this being said, with the 1.12x patch coming any decade now, it might be the best just to wait for that.
Hold on -- the patch actually fixes that issue, right? Right?

Are you playing the 1.121 beta or 1.113? How did you assign the fiefs? How did you start the claimant quest: as the vassal of the claimant's nation or as an independent? Is your faction's name "x rebels", where "x" is the claimant's nation?
tip: when using the search function, restrict the topic to a specific board.
so since your question is a singleplayer one, visit the SP child forum, then type the string 'claimant' at the top and make sure 'this board' is displayed in the dropdown box.

also try the string 'rebel' or 'pretender' or any of the names of claimants. there are also threads that have asked further questions like 'can i start up a player kingdom after supporting a claimant'; 'what happens to all my lands if i finish the claimant quest while in player kingdom'; 'can i help the claimant, leave them, and still have their faction on the map'; etc.
it's all there from the first page of the search.

I was a vassal of the Nords and then took on the Far-Seeker quest. I kept my castle and was asked to name the new Kingdom, which is now mine. I control the Lords and assign fiefs through my minister, the lovely Mrs. Runegaard
It appears to be my kingdom but I have Lethwin Far-Seeker in my party and all the Lords swear to him when I persuade them to join. I guess that is kinda messed up?
