Cities Loyalty going down due to "Issues" ??

I am getting a negative 5 to prosperity and loyalty due to "Issue" but there is no description of what kind of issues or what to do to correct this issues. Anyone know what the hell to do about this?

Is a town? If is, check your villages and security, if they are raided and looted they wil give a negative number into loyalty.

What it is referring to as "Issues" is that there are quest from the notable people in town that need to be done. Because the notable people have influence on the town resolving their "Issues" makes the town happy and loyal. As long as you complete all their quests it should remove the "issues".
