I followed the link QuailLover provided which lead to Swyter's thread about porting to Warband. I got his method to work, and so I'm presenting the port here with Alenmare's permission.
It's buggy, but I plan on seeing what I can do it remedy that. If anyone would like to help please let me know. If we could get Chronicles of Talera fully functioning with Warband, and perhaps with the diplomacy mod, that would be awesome.

To install it just unpack the .7z and put the two folders into your main Warband folder.
Bugs in 3.1
- Game crashes randomly on the travel map.
- Endless error messages appear when in town. Something about pedestrian destinations in the script file.
- Many error messages appear on the travel map. Something about "Opcode."
- Invisible barrier prevents you from walking into some towns in the town map. This can be circumvented by going to the tavern then leaving it, allowing you to wander the town.
- People have weird stances in towns/castles.
