Need More Info children wont join clan

My original character Annebella grew old and passed away. her daughter in law took her place.. now her daughter in laws children are of age and wont join the clan. they think they are in the Empire. there mother is from there and married a Vlandian . they are all in Vlandia when Z goes to talk to them they say mother let me interduce my self. I have a save for you to see

Edit Well just updated to 1.5.9 dont know if this will be issue
