Need More Info Chain Horse Harness

Summary: I'm not sure if the harness is supposed to look like this... but for the price I can't say I want to buy it for aesthetics, haha. I've seen this in a few main cities now, but the one I'm specifically in has this.
How to Reproduce: You can see this if you leave the city and come back. It's in a few more cities, I just can't remember which.
