The biggest problem there is even killing 3-4 men at garrison + militia per day is so valueable if you will make a simulation. Because at simulations for each defender at fief attacker loses 2-3-4-5 troops (average 3-4, changes according to fief level, siege equipments, strength of sides). However if you open mission you do not even lose 1 attacker per 1 defender. This is one of biggest problems of game currently. So forcing defenders to starve do not make sense most times.
I just remembered something Bannerman Man pointed out (on phone, can't search it): one reason the militia perform so poorly is because they have no clan and no party leader. So they are hit with the "too many men" morale penalty once there are more than 20 of them. Perhaps you should make one of the town notables their party leader for party size purposes?

Yes morale of militia parties were so low. 2-3 months ago I see that by coincidance while examining average morale of different party types and fixed it. Probably @Bannerman Man wrote you about this problem before May. It should be fixed now.

Yeah, it was a long time ago. I should have figured it was fixed but I've been starving every town I come across since 1.5.9. :unsure:

Yep, it was the second half of this post from October. Since the changes were made I noticed that the console command to check party morale no longer works by the way. It just outputs ExplainedNumber, like so:
