Resolved Cavalry Tactics perk bug

Summary: If you allocate the perk (Cavalry tactics) all mounted troops' wages are multiplied by 0.5 in the garrison of your town. Altough you are not the governor of the town. It should only work if the governor has the perk not the owner.
How to Reproduce: Get a city, allocate the perk, garrison some cavalry/mounted archers. take a look at the wage in the clan->parties->garrisons->hover over the "Current wage".

I uploaded my save file already because I encountered the bug in Ironman mode.

The QA team told me that they were not able to reproduce this issue with the save file you provided. Are you sure there is no mods installed prior to this?

No, I didnot use any mods. In my savefile I still can reproduce the issue (look at images below):
Nusun is the governor of my town, but he does not have the cavalry tactics perk. Only I do. And yet the wages are still reduced as you can see on the screenshots.
