caravan oversea

So I'm playing a "Norvegian" and well, I'm actually doing some quest for Tunsberg, but I have a problem. When I have a caravan escort quest, everything is fine (caravan following me on sea), and if I just need to escort it to a coastal settlement, everything is still fine... But if I must escort it to a town without port, well the caravan won't land/switch to land... it will just stay at the coast and do nothing! So, is someone having a idea to solve this issue? (pretty frustrating of not being able to complete 50% of the quest the mayor gives me and losing reputation all the time)

I did once get a carvan to follow me onto land from the sea through a port city. Took a while moving around near the coast and I was only able to manage this once, so technically it is possible. Just improbable.

this only happens to me if I land from Tunsberg, never from an other city
