Each faction could have one Capital City (main fief of the leading faction), it could have some different mark than others when zoomed out in the map. There could be permanent diplomat that stays in capital cities, so even if we couldn't find the leader of one faction, we could just talk with that permanent diplomat in their capital city to handle our some affairs with them, instead of running to catch their leader somewhere in the field.

Player character would have one additioal position to appoint permanent diplomat, when they got their own faction.
 
There were quite a few ways to find people in Warband. This sounds good and appropriate for Bannerlord.
 
Beside the practicality of the suggestion, there is no instance of a state that I know of, without a capitol city.
 
All clans should have a capital. The rulers clan-capital is the faction-capital.

I have made a thread about this.

A herold NPC for the capital is a good idea. He knows where clanmembers of the holder is and might tell if they have any issue for the player.
A player could maybe summon their clanmembers via the herold. The ruler might have an improved version, also listing vassal clanleaders.

Switzerland doesn't have a de jure capital. And the Eastern Frankish empire didn't have one for a very long time either. They had something calles 'Reisekaisertum' where the monarch would constantly travel between different seats of power and his supply train basically was a mobile capital.
