Resolved Can't talk to NPC's anymore because i left in middle of conversation

Summary: I was doing the company of trouble quest, i saved my game before i talked to a noble in case i failed to convince them, when i talked to the noble i failed and reloaded my save and now every NPC i talk to has the "convincing" icon circle thingies on top of their dialogues and all of the dialouge options are uninteractable so basically i can't talk to any npc's anymore
How to Reproduce: leave in middle of conversation while trying to convince a noble to buy your mercenaries during company of trouble quest

This also happens during the "Family Feud" Quests.
Only current fix is to completely close the game and reload it.
