Resolved Can't select units for companion led quests

Summary: When starting a quest and selecting the option for companion to complete the quest, only the prisoner tab is open. Seems to happen more often in cities than in towns.
How to Reproduce: Go to a quest giver in a city and select companion to complete quest.
Quest/Settlement Name (if related): Don't think it's related but it's bandit hideout/Seonan
