In Progress Can't order troops after enemy flees (again)

Summary: You can't give orders to troops when enemy starts fleeing. This bug was fixed in 1.6.0 but reappeared in 1.6.1
How to Reproduce: Win a battle and try to order troops while enemies are still fleeing
