Can't Finish the Main Quest

I was doing the Main Quest "The Dragon Banner". However, I cannot finish it and I don't know why.

1. Create an Imperial Faction: Requirements All Checked
2. Support an Imperial Faction: Requirements All Checked
3. Create a Non-Imperial Faction: Requirements All Checked
4. Support a Non-Imperial Faction: Requirements All Checked

Quest Option for Istiana: "About the task of creating a faction..."
: "I'm still working with it"

Same with Arzagos.

Game Time: Autumn 1091
Towns Owned: Epicrotea and Omor
Castle Owned: Mecalovea Castle

After you create kindgom talk to either one of the two people you have to talk to to get parts of the dragon banner

After you create kindgom talk to either one of the two people you have to talk to to get parts of the dragon banner

One of the requirements for the quest was the "Be an independent clan". If I create a Kingdom, you cannot finish the quest either.
