Cant find the spy...

I accepted the job of following a spy in one of the Sarranid cities, can't remember the name, and I have been waiting around for some time and nobody showed up. The Emir said that one of his men would point the spy out to me to get me started but every soldier in town that I talk to does not have the right words for me.
Can anyone tell me how they met up with the spy if you have done one of these?
