cant find aetheling aelfred aethelwulfing

after conquering Din bych for more than 20 days and finish the mission i have to speak with aetheling aelfred  but cant find him alayes saying he is defending the kingdom of ragner's sons how and where can i end find this Quest

Note i cant find his special place (military camp) near Dorce Ham
