I prepared with a Steam Wallet, so I was able to buy it without problems as soon as I got into the payment screen, which took half an hour..

If you still cannot buy the game on Chrome, which a lot of people use I assume, try using Firefox. Chrome is still not responding for me but bought it 20min ago on Firefox. Enjoy!
