Cant build training grounds (PoP)

I have my own kingdom and own multiple towns, most of which already had a training ground when I captured it, or I was able to build one. However, a couple of them do not have training grounds, nor am I able to build one. When I go to the minister to try to get noble recruits there either is no option to recruit anyone, or the minister will say we need to build a training ground.

Any ideas?

Maybe seneschal in a given fief has too low skills. Train him first.

And use QA thread.
