Summary: If a companion has too few troops in his party you will be unable to either recall him or add him to your army. This is because when a companion is in a party you can only recall them through the army dialogue, and if their party is lower than half size you are unable to call them to your army. If this situation occurs the only way to get your companion to rejoin you is to go to them.

That's part of the game, they have to be at 40% strength. You can also choose to disband the party and then recall the companion. But being unable to recall them to their army when under 40% is a mechanic of the game, not a bug. It is the same for all parties in the game when calling them to an army.
