Need More Info Cannot enter Pen Cannoc

Posting here as I am unsure whether it's the fault of my machine or the game. The town Pen Cannoc can't be entered, the game will be in a loading screen well over 10 minutes long. This includes walking around the town center, and talking to the NPCs right after arriving at the town. Trade and other things that arent loading the map will work still. I've verified my game cache, also swapped it from my hard drive to my SSD to see if that would help it load but still nothing.

Edit: same case for sea raider lairs. I haven't been able to load into those either
