"Can you say"?!?!

When advising on pronunciation, I notice people often prefix it with "Can you say..." - What is that all about? Where did it come from? What is the point?

I don't think so - whenever I've seen it it has been used in a friendly way (i.e. I don't think it's supposed to be patronising).

I always use it in a mocking manner 

Unless it's directed against small children.
