Can generic soldiers still level up after reaching the top of the tech tree?

With out cheats, no. With cheats you can modify your generic troops how you please (what level they are, skills and weapon skills).
I once had an army of nord huntsman that would strike fear into the hearts of all. They had 30 strength, 85 Hit Points 10 power draw/iron flesh and over 300 archery skill.
