Building up the new faction

I never done this b4 but i want to start my own faction so the things iam wondering about......

1) To keep all of my towns/castle i own as a Khergit vassal all i have to do is rebel at moment my faction king doesn't grant me the castle/city i captured? If not is there way to keep all of my fiefs ?

2) If i captured rhodok's city, can i recruit khergit army? or can i change the culture of my fiefs so that i can recruit whatever type i want?

2) There's a mod doing this; Diplomacy or Custom Commander -- don't remember which.

i just checked, you can recruit from any faction regardless with diplomacy mod
