Bug with skill caps in pre10?

I just installed the new version and now the power draw skill is capped at 1 (should be capped at 2 according to the changelog) and power strike is capped at 4. Is this intended? I didn't read anything about a power strike cap in the changelog.

No bug the modding gods have decided that to much power draw and shield offsets the mod

Did you read my post? I know that powerdraw is supposed to be capped at 2, but it's capped at 1 for me.

Edit skills.txt and set the cap for whatever you want.
