Bug with finding someone (SPOILERS)

Hey I've been trying to find Halfdan Ragnarsson for the quest in story mode but it keeps saying he's at an Irish Village but whenever I look for him he is nowhere near there.

I had this problem as well, i tried to find him but he never showed up. after awhile i found him somehow near edynburg. i guess you should just stroll around that area.

There's a good chance he'll be sailing, I think. Look around that way.

Alright I will try staying around Eydenburh to see if that helps, also I did check if he was sailing and he was nowhere near there.
