I found Tacteos in a lord's hall and when I pressed the button to recruit him he said I need a sum of 98545 or something.

Hello, that's some high sum for a hired blade. Can you please let me know if you are experiencing the same issue after the latest patch.

Okay, I will go and find him now. I think he is in southern empire capital city

You can check where he is by pressing "N", and typing his name on the search bar!

It's solved, now he is just a character.
