Well I'm pretty sure that 99 is the highest RtR you can archieve.

Probably another feature that wasn't implemented. I mean once I reached 30 RtR and spoke to my liege, he said: "People tell me that you may be the next king..." and I was like "wow I probably can rebel soon" but even now the only way to do it is by renouncing your oath and re-capturing your empty towns/castles...

My RtR was in the low 20s when I my husband got awarded a town. On a whim I checked him and found I could declare ourselves renegades. So much for RtR
