Bug - Quest "Rival Gang Moving In X" on "Iyakis" town scene. The enemies spawn on top of building. Impossible to complete

This happens to me ALL THE TIME! I just send my troops to do it. Maybe they have grappling hooks I don't know about. There are some perks that allow you to bring ranged weapons into town, so that might be a work around.
