I take it this is YOUR character with Disciplinarian and not just a companion? Its a personal skill so think it needs to be the one promoting the troop that needs the trait. If so give the troop and some cash to your companion and see what he does.

Yeah it's a well-known issue. Let's see if they will fix it in the next update.
