In Progress Brother can have 6 focus points in a skill

Summary: After my little brother reached the age 16, I noticed that in his education's window if i pick the right options he will have 6 focus points in Engineering.
How to Reproduce: If you start a new game and wait for the education window to pop up and choose the right options (focus on a single skill, for instance engineering), then you are able to put 6 or maybe even more focus points into that skill of hers/his.

I've reported this before too, whole thing needs better options and fixing up IMO. What I'm not sure about is if the 6th+ points can actually do anything or do they just get wasted? I think they just get wasted.
