But I'm still getting it it periodically as well, although it isn't creating the performance loss it did previously. There is speculation that it is tied to performance tweaks for images.

Have you tried verifying the game files?
Yes, I find it doesn't do anything though.
Is the modding tools installed?
No. Sorry for the very late reply.
I don't have anything installed that doesn't go with the base game.
Are you still experiencing this issue on the latest version of the game?
I've been informed that this bug is fixed and will be sent to the game with one of the latest patches. Can you check if you still experience this issue? I've gone forwarded and marked the topic as resolved unless you state otherwise.
