In my campaign I am currently playing / testing I have come across a situation, in where, i have all the banner parts; and despite talking to both parties for the quest I am unable to form a Non-Imperial faction. I believe that I broke this quest through one of 2 ways:
1) when taking the quest to clear the bandit hidouts / collect the banner parts, I was infact a mercenary to a faction (Battania in my case) as such, when i completed this stage and had all the banner parts, i was also non-idependant of other factions. I did end my contract with Caladog before taking a castle and the castle is labeled as belonging to my clan name.
This leads to the second and more likely reason the quest broke.
2) I took posession of above said castle after only talking to the NPC in Marunath (Non-Imp). In the quest it states I ''May want to talk to Istiana and see all options available...'' but i knew i wanted to make a non-imperial kingdom and so chose not to talk to her (believing it to be an optional part to the story).
To attempt to remedy this I then spoke to Istiana. The Imperial quest states that I am independant and only need a settlement. This is fine as my castle is non-imp and so the wrong culture for the quest. My issue remains that the non-imperial option to the quest states I have the settlement but that I am not independant.
I have also tried reloading a previous save before the castle was taken but my independance stance does not update.
