Resolved Bow skills not working

Summary: the skills of the bow which affect battle such as extra arrows on horse or expert archer do not affect the game no more arrows entering combat and cant equip a long bow on a horse even with expert archer. i have seen this bug all over yet it is not in known issues.
How to Reproduce: level up bow get the extra arrow in your quiver perk check the arrows you have compared to your arrows usual capacity or get expert archer and try equipping a longbow on a horse.
