S U P R E M E M A N I F E S T O

Imperator and Autocrat of All-Russia, Tsar of Poland, Grand Prince of Finland
And so on and so on and so on...
Our soldiers and sailors have been triumphant in our noble quest to save our Armenian and Orthodox brothers. Here, in the most ancient Christian land, where the first cross was erected by a sovereign King, we have driven out every last Muhammadan soldier, be he loyal to the High Porte suspended in Tsargrad or to the new Islamic Republic which strangles Anatolia. Now is the time to raise up the Armenian people and give them the dignity they have been denied for so many centuries!
The war is not yet over but with the whole of Armenia safely behind our brave and stalwart battalions, we have already begun work in establishing a provisional government comprised of Armenian men, conducting itself in the Armenian language, and swearing its oaths on the Gospel in their Apostolic tradition. It shall manage its own treasury, organize and officer its own armed forces, legislate its own laws, and conduct its own foreign diplomacy under our advisement. We will assume the title of Sovereign Protector of Armenia and the duties of Head of State until such time as a constitution can be drafted which would dictate an alternative structure of government. The first provisional government, to negotiate new positive laws left unresolved by the withdrawal of the Ottoman state and to consolidate disparate debts accrued by private citizens and previously public institutions, will be headed by
Alexander Khatisian. This provisional state will however, in accordance with military necessity, offer quarters to Russian troops, grant docks to Russian ships, and deploy its own armed forces according to the directives of Stavka until such time as a stable peace can be negotiated with the High Porte or its successors.
Furthermore, we deign to elevate the merchant ensign first designed by our august predecessor PETER the GREAT, the horizontal tricolour of white, blue and red. Hitherto, this flag was only flown by our merchant vessels and as a result it became known abroad as the flag of our Empire, yet domestically it was obscure to all but the sailors, merchants, and learned servicemen. In the past few decades however, there have been increasing demands for a proper national flag, and We can think of no better banner than that which had so wise a designer and is so broadly known already to our allies and enemies alike and which is slowly gaining popularity with our lower classes in recent years. No more shall any citizen slander the white-blue-red as vulgar or contrary to our authority! They are the sacred colours of the Russian nation!
The national flag will be flown from all state properties and offices, including diplomatic missions abroad alongside the imperial flag (black, yellow and white). To prevent confusion and fraud, the flying of the coat of arms and its colours will be limited to only institutions with state authority, while the national colours will be free for private usage. The heraldry of Our armed forces will not change: Our Army will continue to fly its regimental banners and standards, and Our Navy will continue to fly its ensign, jack and all its subdivisional pennants. Our personal yachts will continue to fly the Imperial Standard with the Coat of Arms as will any ship of war when We are aboard. Ribbons in the national tricolour will be affixed to the finials of regimental banners during inspections and ceremonial parades in addition to any awarded ribbons already affixed.
The Provisional Armenian Government will fly a variation of Our national colours with yellow in place of white - as attributed to when Armenia was independent and ruled under the House of Lusignan - until such time as a national constitution dictates a new or altered design.
